2D or 3D GPS speed?

Is GPS velocity the modulus of the 3D vector? or is it its projection over the horizontal plane? Is it possible to have only the 2D velocity or to have its components?

SOG would be Speed Over Ground, so implicitly 2D from GxVTG and GxRMC, NMEA targets boating applications where the surface is assumed to be relatively flat.

UBX-NAV-PVT should report velocity components in North, East, Down form so you can generate a velocity vector using the components of your choice, and also provides Ground Speed.
